2/13. The phrase “mosaic of solutions” was first used by the #Maldives —one of the nations most vulnerable to the impacts of the #ClimateCrisis— in September to capture the need to mobilise action and support on all fronts to address #LossAndDamage that is happening now.

3/13. However, in the #LossAndDamage Finance negotiations at #COP27 the term has been used by developed countries to stress the need to focus on solutions outside the @UNFCCC such as the #GlobalShield Against Climate Risk.

4/13. But this appropriation of the phrase by developed countries is far from the original vision of the #Maldives for ambition both inside and outside the @UNFCCC starting with a strong outcome on addressing #LossAndDamage at #COP27.

5/13. In the joint plenary of the #SBs on November 12th, the #Maldives laid out its vision for a successful #COP27, which includes: limiting warming to 1.5°C, adopting a framework for the #GlobalGoal on #Adaptation and a "mosaic of solutions" for addressing #LossAndDamage.

6/13. The #Maldives' vision for a "mosaic of solutions" for addressing #LossAndDamage includes a new fit for purpose multilateral fund, concrete propositions for innovative finance for #LossAndDamage and finance for addressing #LossAndDamage.

7/13. Whilst at #COP27 must ensure that alongside establishing an operating entity under the financial mechanism of the @UNFCCC to address #LossAndDamage we must also agree to mobilise finance at the scale of the needs under the @UNFCCC.

8/13. To do so we will need to include #LossAndDamage as a sub goal under the New Collective Quantified Goal (#NCQG) on #ClimateFinance with a floor of public finance far above $100 billion USD.

9/13. The #Maldives vision of a "mosaic of solutions" also includes mobilising finance outside the @UNFCCC by transforming the global economic system through initiatives like @miaamormottley's Bridgetown Initiative.

10/13. The #IMF and @WorldBank stepping up to provide #DebtRelief, if not cancellation, and the mobilisation of finance through tools like #SpecialDrawingRights.

11/13. And also includes mobilising finance through innovative sources such as taxing big emitters like #FossilFuel corporations and the maritime shipping and airline industries.

12/13. Ultimately, the #Maldives' vision for a "mosaic of solutions" to address #LossAndDamage requires all hands on deck to mobilise finance at the scale of the needs to support those impacted by #LossAndDamage on the forntlines of the #ClimateCrisis.

13/13. However, right here, right now at #COP27 in #SharmElSheik our focus must be on establishing an operating entity under the Financial Mechanism of the @UNFCCC (be it a fund or a facility) to address #LossAndDamage, because 2024 is too late!
