1/29. It’s day eleven of #COP27 and it was a busy day in #SharmElSheikh with press conferences by @CANIntl and the G77 and China, the #PeoplesPlenary, a @COP27P event on Cultural Heritage, an HoD meeting on the cover decision and #LossAndDamage side events throughout the day. 🧵
3/29. During the event, @nusrat_naushin highlighted that in areas where intense saltwater intrusion is happening Non-Economic #LossAndDamage is taking place: “#Women and small children are bearing the brunt. People are losing their hair, women are having gynaecological issues.”
4/29. From @farhanaclimate who asked us to think about “Who's causing the change, who experiencing the change and who is being forced to accept it.” in the context of addressing #LossAndDamage.
5/29. And from Queen Quet of @GullahGeechee nation: “We don’t want to be defined by #LossAndDamage. Why not call us by what we are cultural heritage communities.”
7/29. During the press conference Nabeel Munir, made it clear that: “If we cannot get a political signal 30 years later, then what are we doing? If we don’t get a #LossAndDamage fund, this will not be a successful COP.”
8/29. Whilst @RRegenvanu of #Vanuatu made it clear that it is possible to set up a #LossAndDamage fund at #COP27: “The #LossAndDamage fund is something that can be done now as an operating entity under the financial mechanism of the @UNFCCC.”
9/29. Also this morning the #PeoplesPlenary took place with representatives of #CivilSociety from all parts of the world and across movements and campaigns coming together in Plenary Ramses.
10/29. At noon a Head of Delegation (HoD) meeting was convened on the cover decision. The @COP27P has released a non-paper of elements earlier in the day as the basis for discussions.
11/29. Some developing countries asked for the cover decision to include the call for a #LossAndDamage fund to be established at #COP27. Other Parties said that the outcome under the agenda item should not be pre-judged while bilaterals are taking place.
13/29. During the event @Alpha_Djalon of the #NewGeneration of Young Negotiators was awarded a $50K USD grant from @LossDamageYouth with funding from @scotgove for a coastal project in #Guinea to be implemented by Green Transformation 2050.
14/29. This afternoon the G77 and China, @LDCChairUNFCCC, @AOSISChair and @AilacCC held a press conference during which they stressed that they are united in their call for an operating entity to address #LossAndDamage under the Financial Mechanism of the @UNFCCC at #COP27.
16/29. Speaking on behalf of @AOSISChair H.M. Molwyn Joseph of #AntiguaAndBarbuda said, "Why should I be pushed to go to the @UN to stand up and ask for charity? Ask for people to give donations. This cannot be an acceptable solution for any Small Island States at this time.”
18/29.On why a #LossAndDamage fund or facility is the only possible outcome of #COP27, Malcom Stufkens of #Honduras spoke on behalf of @AilacCC saying:. “It is clear that who is most suffering and who is bearing the cost for #LossAndDamage are the most vulnerable”.
20/29. Speakers included Saul Luciano Liuya, a Peruvian farmer who has taken #Germany energy company @RWE_AG to court for causing #LossAndDamage to the glaciers which he depends on for his livelihood. “The companies have polluted and we are suffering the consequences in Peru.”
21/29. We also heard from Cesar Rodriguez-Garavito who explained that: “Litigation can serve as a nudge for negotiators, it keeps the pressure on governments and hopefully on corporations as well.” in the context of delivering #LossAndDamage finance under the @UNFCCC and beyond.
22/29. From Noah Walker of @Germanwatch who stressed that “In principle it is possible to hold major emitters responsible for all types of #LossAndDamage caused by the #ClimateCrisis.”
24/29. And from Hafij Khan, Loss and Damage negotiator for the @LDCChairUNFCCC: “Our demand, we need to establish a #LossAndDamage finance facility at #COP27. We are not asking too much, our vulnerable communities, our ecosystems need immediate response.”
25/29. You can watch the full event here:
26/29. Throughout the day informal discussions and bilaterals on funding arrangements for #LossAndDamage took place. This evening the facilitators indicated they had made room available for exchanges between Parties and groups.
27/29. We are told that the co-facilitators are planning to release a text tonight. Interventions from #AntiguaAndBarbuda on behalf of @AOSISChair and #Colombia on behalf of @AilacCC indicate that Parties are concerned that they have not yet received a text.
28/29. Tonight the closing plenaries for those items already finalised for the COP, CMP and CMA took place followed by a joint stocktake convened by the @COP27P. We will be tweeting highlights from these plenaries later tonight.
29/29. Tomorrow we expect that the ministers facilitating the issue on funding for #LossAndDamage will be convened and that there will be further discussions on the cover decision. We will keep you updated as these discussions evolve.
1/5.⚡️WHERE ARE WE AT?⚡️:Good morning Its day 13 of #COP27 and we have run into overtime. We are waiting to hear what will happen throughout the day as heated bilateral discussions continue on “funding arrangements” for #LossAndDamage. 🧵
2/5. But make no mistake, everything is still up for grabs and we are still pushing for an “operating entity” (be it a fund or facility) to be established under the financial mechanism of the @UNFCCC at #COP27 to address #LossAndDamage.
3/5.Don’t forget, this is what AMBITIOUS means: The operating entity needs to be under the CMA and the COP, it needs to deliver new and additional funds, it needs to be based upon equity and CBDR-RC, it must cover ALL vulnerable developing countries, not just the most vulnerable.
1/28. A serious issue has been bubbling under the surface at #COP27 and it's reaching boiling point as we near the final plenary: the importance of the Convention(@UNFCCC) and its ongoing role in @UN#ClimateChange negotiations. Here is why this is important for #LossAndDamage.🧵
2/28. In the informal stocktaking plenary last night, we heard many interventions from developing country Parties highlighting their concerns regarding efforts by developed country Parties to remove references to the principles of the Convention across all thematic areas.
3/28. Under the Convention, Parties agree to protect the climate system “on the basis of equity and in accordance with their common but differentiated responsibilities and respective capabilities (CBDR-RC).” These are important agreed principles that must be preserved.
1/25.📜It’s day twelve of #COP27 and here is your daily #LossAndDamage focused thread. The intense negotiations on “funding arrangements" continue today after the release of a new text which contained a set of three options for a decision on a fund to address #LossAndDamage. 🧵
2/25. As summarised by @YebSano of @GreenpeaceSEA during @CaninT press conference these options equate to: “Option 1, we have a fund here. Option 2, we have a fund next year, Option 3, we don't have a fund, let's talk some more.”
3/25. However, it is very important to note — as we did earlier in an extensive thread— that “option number 1” is not in line with the G77 and China’s current proposal for an operating entity (be it a fund or facility) under the financial mechanism of the @UNFCCC.
1/12.📜NEW TEXT: Good morning, the new text on “funding arrangements for #LossAndDamage” was released last night. As it stands the proposal of the G77 & China is not reflected and we are extremely concerned with the use of the term “funding arrangements” this is why.🧵
2/12. See the new “Draft negotiating texts” here under the 8f drop down here: unfccc.int/event/cop-27?i…
3/12. The G77 and China have tabled a very detailed proposal for a fund designated as an “operating entity” of the financial mechanism of the @UNFCCC, but the current text uses the term “fund as part of new and enhanced funding arrangements".
1/4. This evening at #COP27#Barbados told @COP27P: "We would not wish to come out of this COP without a clear definitive language within the text and the cover text that addresses #LossAndDamage."
2/4. Support on #LossAndDamage, "has to include a reform of #MDBs. It has to address a pathway for accessing #Finance. It has to deal with the scale of finance which must be commensurate with the scale of the crisis which we did not ask for and cannot afford to finance."
3/4. The intervention continued: "Circumstances where we are highly debt burdened because the scale of financing development far outstrips our capacity. There is an urgent need for us to have the fiscal space to deal with crisis and deal with development issues."
1/4. Tonight in #SharmElSheikh the COP, CMP and CMA closing plenaries took place for issues that have been finalised thus far at #COP27.
2/4. During the plenary #AntiguaAndBarbuda for @AOSISChair took the floor to say that the agenda item on #LossAndDamage has not received just treatment: “We are disheartened with the way the agenda item on funding arrangements for #LossAndDamage has been conducted."
3/4. #Colombia for @AilacCC added that, “the capacity of individual states to respond to the level of the crisis is not feasible without international support" and said they looked forward to a text on funding for #LossAndDamage and a historic outcome at #COP27.
