I will not speculate about the content of #Putin’s speech. Maybe he will announce a plan to end the war, maybe he won’t. Many people in #Russia do hope he will, for a variety of reasons.

But here are the 2 important things: 🧵(1/7)

#RussiaInvadedUkraine
#StandWithUkraine
1. Whatever he says, he will not take back any of the #annexations since March 2014. Reminder: Russia now illegally claims 20% of #Ukraine’s territory its own. His 2020 constitution not only “allows” Putin to remain in the #Kremlin until 2036,
(2/7)
it expressly forbids giving up any part of “Russia’s state territory”. Needless to say, Putin won’t admit to any of the war crimes committed in Ukraine. Reparations are out of the question. So, whatever Putin may or can offer in the conditions he created for himself
(3/7)
over the past decade, it will not be acceptable for Ukraine. Obsessed with his own legacy of a "great leader", he has painted himself into a corner that he won’t be able to leave without loss of power of even life. He is pulling Ukraine and his own country into the abyss. (4/7)
2. Putin does not control the situation. He can talk about the end to the war to his heart’s content, but #Ukrainians will decide for themselves whether or not to keep fighting. Putin’s terms have not changed. He still wants to destroy Ukraine’s statehood.
(5/7)
A asymmetric and humiliating ceasefire and ensuing political collapse in Kyiv would be a welcome step in this direction. Ukrainians know that - and they won’t consent.

Putin might pronounce words like “end of the war”, “ceasefire”, “peace”, knowing full well that this will
(6/7)
set off another round of calls for Ukraine to “finally negotiate” in the West. The #Kremlin still hopes that they will be able to split the West and Ukraine. The good thing is that they have failed to do so until now, and they will keep failing in the future.
(7/End)
I mean #Putin‘s speech to the Federal Assembly in 21 February - sorry about the confusion! 😬

There is one aspect that is often ommitted in the discussion about military of negotiated solution of #Russia’s war against #Ukraine: the likely future development in the Russian occupied territories and in the Eastern Europe and Europe (!) more broadly.
1/8
#Ukraine wants to reinstate its legitimate sovereign control over these territories. The war damages there are immense. Unless Russia is forced to pay #reparations, Ukraine and its supporters will be saddled with the monstrous costs of post-conflict economic reconstruction.
2/8
But at least there is a pospect of reconstruction within the borders of a Ukrainian state that is moving towards membership in the #EuropeanUnion.
If #Russia keeps those territories under its control or occupies even more Ukrainian territory – what will happen there?

#Kremlin sources: preparation for 2024 presidential election + #Putin candidacy have started, with particular regard to war against 🇺🇦 aka "SpeMilOp", voters directly affected by it, situation in "new territories" (proclaimed to be annexed in 09/22).

kommersant.ru/doc/5761328
Main theme for #Putin campaign likely to be "unity". Might become clear in his address to the General Assemply, initially scheduled for December 22 but then postponed.

2023 regional elections in September will be testing ground for voting technologies under conditions of war.
So people in #Kremlin think war might last until 17 March 2024?

Putin candidacy is no surprise. Preparations for 2024 started long ago but are getting concrete with the international super-election-year 2024 approaching fast.

Will Kremlin calculations prove to be correct?

A few thoughts about 🇺🇦🇷🇺 #ceasefire #negotiations:
Like 🇷🇺's war against 🇺🇦, they did not start after 24 February 2022. They started in 2014, after 🇷🇺 had illegally annexed #Crimea and instigated a military conflict in #Donbas. 1/19

In other words: 🇺🇦🇷🇺 negotiations have already lasted 8 (!) years. They went through different stages:

1. From 2014/15 through to 2022, 🇺🇦 and 🇷🇺 negotiated about the implementation of the #MinskAgreements.
2/19
They never managed to agree on elementary status questions and the sequence of political and security-related provisions – which is why the implementation of the MA remained blocked. Negotiations took place in two formats:
