At 10 am on Monday, the deadline given by Rajoy to the Catalan government to clarify whether they declared independence or not will expire
Rajoy asked for a simple answer: yes or not. But he will probably get a long& not clear reply. In line with Puigdemont' speech in Parliament
Santi Vila, an old friend of Puigdemont, member of his Cabinet and openly hostile to a unilateral declaration of independence just said on TV
that obviously, Puigdemont's speech last week was not a declaration of independence, because nothing was voted, so there's room for dialogue
As expected, Puigdemont's reply was not "yes or not", but a 4 pages letter to Rajoy estaticos.elmundo.es/documentos/201…
Of course he does not address the main point, talks about violent police reaction and offers a period of 2 months for negotiating
Puigdemont, too, wants 2 things from Spanish Gov: to stop "the pressure against the government and the people of Catalonia" and a meeting
So, what's next? Good question. I read the letter several times and couldn't find something Rajoy can really use to de-escalate
He may send another request to Puigdemont with a follow-up question, an ultimatum or he can fully invoke Art 155 of the Constitution
A tool that potentially would allow central Gov to suspend Catalan lawmakers and take charge of the region’s autonomous administration.
During the weekend we reported on that. Here, some scenarios central Gov is considering. elmundo.es/espana/2017/10…
Spanish Justice Minister says that Puigdemont's letter is not a valid answer elmundo.es/espana/2017/10…
Because it's not clear enough & because Rajoy asked for a list of measures that must be taken to restore the constitutional framework
FFAA minister Dastis: "It is clear that Mr. Puigdemont has not answered, has not provided the clarity that was requiered"
FFAA minister Dastis: "the most radical influences [withing Catalan Gov] have prevailed"
Spanish deputy PM Soraya Sáenz de Santamaria's presser at 10.30. Given that Puigdemont's reply is not considered enough, 2º deadline applies
Likely scenario: Catalan Gov is reminded today that this is not acceptable and they have untill Thursday at 10 am to rectify and clarify
Otherwise, cabinet meeting on Friday morning [Rajoy may not attend European Council in Brussels or leave sooner] will go for Article 155
Here we go. Soraya Saénz de santamaría: "It was not a difficult question: yes or now"
Deputy PM Sáenz de Santamaría to Puigdemont: "second deadline expires on Thursday". Urges him to reply and clarify by then
Sáenz de Santamaría on Puigdemont: "his call for dialogue is not reliable when he imposes its positions on the whole of the citizenry"
S. de Santamaría: "Art. 155 is not about suspending self-government, it is for self-government to be exercised in accordance with the law"
Central Gov reply, very predictable 3 days for Puigdemont. Rajoy is not de-escalating, but not escalating either
in a way, now is all about snap elections.
Rajoy hopes Puigdemont will call them.
Pro indy, that Rajoy will invoke art 155 and force them
