So @browardsheriff Sheriff Scott Israel repeatedly has said the school cop onscene should have engaged the shooter.

But his own "active shooter" protocol does not require engagement from the 1st deputy. It says he "may" (not "shall") engage

Also, note that the protocol above contemplates a deputy or deputies as "The Deputy Contact Team" as being able to "continue" in this capacity until SWAT arrives.

What does "continue" mean? Why does this not say "shall" engage as the sheriff suggests it should? BSO won't say

I've repeatedly asked @browardsheriff PIO office generally and @bso_veda specifically for answers to these simple questions about the active shooter protocol.

But I've gotten no answer, though they've replied to other questions sent @ same time.
