Gina Haspel ran a series of clandestine torture palaces at a time there was an international consensus that torture violated both the laws of man and the laws of nature. No person with a moral compass—in 2001 or now—could or would condone torture, let alone oversee its execution.
To have condoned, overseen, and covered up systemic torture this century is to have announced internationally that one has not, cannot and will not distinguish means and ends. It's a moral disqualifier for high office—let alone running the world's largest clandestine institution.
There's nothing confusing, eldritch, or opaque about the Haspel vote: to vote for her is to—15 years on from one of the darkest episodes in American history—stamp the sort of moral compass that would allow such behaviors to continue in other forms with a Congressional imprimatur.
