The following pretty much sums up my take on the Prison system.

The current system is set up where private prisons make money for keeping prisoners as long as they can. That is what they are paid for, so that is how they will prioritize their business.
We need to adjust their priorities and what better way than to do this than with the money that they want. I think we need to pay those businesses that run our prisons on how long they can keep prisoners out after they finish their sentences.
If the prisons worked to give their charges actual life skills and training, then everyone would be better off. Give them the skills necessary to make it as a law abiding citizen and contribute to society.
If they reoffend, they should be sent to a separate prison, ran by a different company, that would give another, improved chance for them to make money.
If a prior offender makes it 5 years out, there is your agreed upon amount. 10 years, here you go...and so on.
