Reagan era Ambassador to Russia Jack Matlock made some profoundly sane remarks to House Foreign Affairs on June 14, 2016 which clearly articulated the Montenegro controversy in news, arising from @TuckerCarlson interview.

2/ Matlock observed astutely that "military alliances can create liabilities rather than augmenting power" and asked "What is to keep an ‘‘ally’’ from picking a fight unnecessarily and then expecting Uncle Sam to win it for him?" Clearly stating the issue.
3/ Matlock's comments to the House committee were full of wisdom. However, they mostly ignored him in favor of his fellow panelist Michael McFaul, who bristled with the neocon sanctimoniousness that they wanted to hear.
