That's what RR means when he says "he was not the affiant". It's Strzok who hangs.
Plus, RR had just been hired a month prior - he has no idea what's true and what isn't, and no way to prove it. How would he *not* sign in that scenario?

In order to not sign this, particularly given that it had already been signed several times by FISA Judges, he would need a DAMN good reason to suspect something was wrong. No investigation of it had occurred - what was he supposed to do?
