In Seattle's Capitol Hill, a loved one and her partner were treated grotesquely by staff at a restaurant/tavern because they were an interracial couple. "Liberal enclaves" simply offer a more passive-aggressive flavour of racism.
This kind of obnoxious back-slapping always comes from white people who've never experienced the complex reality of POC in a "liberal city," who either have no non-white friends or whose POC friends don't trust them enough to discuss this stuff with.
"Liberal cities" are still quite segregated, their police forces are uniformly brutal to black citizens in particular, and subtler forms of racism pervade everyday life. The fiction of the cosmopolitan utopia effaces this and licences it to continue.
The fact that many people responding to that original tweet cite cuisine as a benefit illustrates something: their primary relationship to POC in the area remains coldly transactional. You eat Ethiopian cuisine but you don't *know* Ethiopian-American people.
