Correct. The whole point is to raise effective price of imported goods and thus make people buy less of them. That allows domestic producers to charge more and those costs are absorbed by domestic consumers. Obv its bit more complex than that but tldr, Trumps point is absurd.
2/ By definition, tariffs can't both be major reducers of imports and major producers of revenue to the federal government. Cake and eating it too.
3/ Obviously there are also various ways in which these costs are passed on to different players in the equation. But big picture, you are correct. That's not how it works.
