the only reason there's a voip market at all is because breaking in to the wireline phone market is nearly impossible to make a profit at. voip offered a way to undercut wireline.
most voip companies started with a fraction of the engineering and support resources and capital equipment that a wireline vendor would have. they didn't not need most of that, they just knew they could get away with not having it and increase profit margins
business extracted what they wanted from voip, which is the ability to make much higher margins on the same service. many voip companies are charging $30 on average for a virtual line. there's no end user savings but it's MUCH cheaper to run than wireline.
