It's unclear that the Trump administration would have the legal authority to quickly submit a U.S.-Mexico deal to Congress after telling Congress it was negotiating a U.S.-Canada-Mexico deal. But this law is enforced by Congress, and you may have heard about this Congress. 
Canada's Scotiabank calls the U.S.-Mex deal "a fundamentally positive development in the NAFTA talks for the US, Mexico, and Canada," says "it should significantly reduce market-pricing of NAFTA risks." There's a challenge for Canada in what happened today, but also good news.
