Issue: Vat2 fought hard to make episcopacy something sacramental and not just jurisdictional (=depending on the appointment of the pope).
Making the firing of bishops easier (that is, not just having them resign) would also mean setting aside the sacramentality of the episcopacy
The fact is that having the pope the one who fires bishops would reverse the ecclesiological accomplishment of Vatican II, which changed the papal-centrism of the Church.
I am not saying that the bishops who are guilty should have the privilege to resign and not be fired.
I am just saying that there is also a complicated issue of sacramentality of the episcopacy.
