The FCC's Public Safety and Homeland Security Bureau notes that FEMA has postponed the nationwide Wireless Emergency Alert and Emergency Alert System test, originally scheduled for Sept. 20, 2018, to the back-up test date of Oct. 3, 2018

Pleased to note that putting my phone in Do Not Disturb mode worked for suppressing the sound and vibration from the emergency alert test.
Calling the nationwide FEMA alert system "Presidential Alert" has the unfortunate effect of tying its usefulness/effectiveness to the popularity of the current president. People would be annoyed but less annoyed if it was just "The Wireless Emergency Alert".
Check in the settings if the Emergency Alerts app has permission to override?

This will TEST the national capability of a Presidential Alert, a type of Wireless Emergency Alert (WEA) only used for major emergencies that affect the entire country. Other types of local WEA messages include AMBER and Weather alerts.

WEA has existed since 2012 and has been used more than 40,000 times to warn the public about dangerous weather, missing children and other critical situations. October 3 at 11:18 AM PT is the first nationwide test of this capability.

Anti-Obama folks made the SAME mistake in 2013.

Allowing a POTUS to send unblockable nationwide alerts was part of the WARN Act of 2006 under BUSH. Please read the history in this THREAD:
Pres Bush signed the Warning Alert Response & Network Act in 2006. It provided for the Wireless Emergency Alert’s creation, & made it mandatory for wireless co's participating to make presidential alerts unblockable on cells & other devices using cell data bit.ly/2MAggEd
The Wireless Emergency Alert (WEA) was established in 2008 pursuant to the WARN Act & became operational in 2012. Per FCC data, system's been used more than 33,000 times to warn public of dangerous weather, missing children, & other critical situations via alerts on cell phones.
