1) Larry Duncan served on the Dallas City Council back in the 90s. In 2003, he ran for a seat on a much lesser-known body: Dallas County Schools. Here's what he told @dallasnews at the time: 
2) Duncan won that 2003 election. Eventually he became president of the Dallas County Schools board. DCS didn't run any schools or educate students. It ran school buses for thousands of kids in Dallas ISD and elsewhere. It was a huge job.
3) Then a company from New Orleans approached Duncan and other DCS leaders with a proposal: Put our security cameras on your buses. Catch speeding drivers. Ticket them. We'll give you a share of the fines.
Dallas County Schools leaders agreed. Sign us up! They gave the camera company $70 million in taxpayer dollars. Instead of making money on the risky venture, DCS - and those taxpayers - lost big time. The agency took on a ton of debt it couldn't repay. nbcdfw.com/investigations…

6) Duncan resigned from the DCS board last year. Superintendent Rick Sorrells stepped down too. Voters decided to abolish the bus agency. dallasnews.com/news/education…

8) Turns out there was a whole bribery scheme going on between DCS leaders, the camera company and the mayor pro tem. DCS had said the cameras were all about safety for kids. Actually they weren't. dallasnews.com/news/investiga…
9) As for Duncan, the guy who once called for public scrutiny of Dallas County Schools because no one watches it? He pleaded guilty to income-tax evasion. He got $245,000 in campaign funds from the camera company CEO. Most of it went toward Duncan's personal use, per the feds.
