The most effective thing we could do to support small businesses would be to introduce unconditional basic income. UBI would function as both venture capital for would-be entrepreneurs and consumer buying power for their customers.

This is also why over 100 CEOs in Canada have signed a letter urging the Ontario government to complete their #BasicIncome pilot experiment. UBI is good for business, especially small business.

A common concern about UBI is how it would enable employers to pay less, but that would be a huge benefit to small family-owned businesses. Their workers could choose to accept less because they love working there, or to refuse to work unless they got more. #SmallBusinessSaturday
Meanwhile, if we then look at the difference between businesses in urban and rural areas, small towns would be the biggest beneficiaries of all of UBI because money would flow from cities back to small towns. Main Street USA would be revived instead of continuing to be destroyed.
One of my favorite anecdotes from a UBI experiment that illustrates this all superbly is the woman in Namibia who started her own small baked goods biz in her small village. She started it with her first month's UBI, and it succeeded because the entire village had UBI to spend.
The simple fact of the matter is that it takes money to make money, and that markets need money to function. Over and over again, as an observed result of program after program, people use money provisioned unconditionally to start their own businesses, and to buy what they sell.
