I'm not entirely convinced by these explanations. By the Book is a extremely soft-focus feature, often tied to writers who have something to promote. Defending it as "reporting" elides some of that context. nytimes.com/2018/12/18/rea…
Comparing the work of David Icke to another book that might simply be not good is also not quite satisfactory. Icke is an anti-semitic conspiracy theorist, not a bad novelist. It's a different case.
I agree that the limits of the format make it tough for editorial intervention or commentary. That would've been a problem as well, but the Times had the option to not publish. Given the context of By the Book and the work of Icke, that would've been the more prudent choice IMO.
