Two years ago House Republicans began the 115th Congress by reviving an old rule which would allow them to attack federal workers in must-pass legislation.

Tomorrow, @HouseDemocrats led by Members from the National Capital Region will eliminate the Holman Rule.

Our statement:
The Holman Rule was originally established in 1876 as part of a contentious fight over civil service reform. It enabled the House to use federal appropriations language to cut individual salaries, programs, or office sizes. 2/ history.house.gov/HistoricalHigh…

Republicans tried to use it at least twice, including an unsuccessful attempt to make large staffing cuts at the nonpartisan Congressional Budget Office, which they were mad at for its predictions of disastrous effects from their awful healthcare bills. 4/ federalnewsnetwork.com/workforce/2017…
Tomorrow we will remove the Holman Rule as part of the @RulesDemocrats package, but much work remains to protect federal employees, starting with ending Trump's shutdown and overturning his pay freeze for feds.
