Down at the first Fresno County Board of Supervisors meeting of 2019! Nathan Magsig will be sliding into the Chairman position. The newly re-elected Mendes and Pacheco sworn in. 2 of the 3 running to fill Borgeas’ old spot are here in attendance (Nasreen Johnson & Steve Brandau)
Election will be in March. Aside from some of the ceremonial activities this morning will be a vote to continue prohibiting non medicinal cannabis at private residence AND any commercial cannabis in Fresno County. Nathan Magsig thanks Reese and Phil who has met with him to pray
for the Fresno County region. Phil leads the invocation this morning. Chamber is very full this morning. Brandi Orth sworn in another 4-years as Election Board.
Former Supervisor Phil Larson swears in Brian Pacheco to another term as Supervisor. Pacheco’s family in attendance for the special event.
Supervisor Earnest “Buddy” Mendes sworn in for another term @BuddySupervisor as Supervisor.
Supervisor officers rotate every year per County charter. @LincolnSeward Nathan Magsig is officially Chairman and Mendes moves into Vice Chair role. Fresno Grizzlies Derek Franks and Parker present Sal Quintero with Jersey and signed baseball. Magsig says Quintero has his own
baseball card something the other Supervisors don’t. After Magsig’s poor performance throwing out the first pitch he says he never will get a card 😜. Quintero thanks his fellow Supervisors and the County residents for their support this past year as Chairman. Pacheco thanks
the County. Mentions the turnover on the Supervisors the past ten years. Thanks Larson, Poochigian and Borgeas for helping him as he learned the ropes. He says it does take a toll on the family. Poochigian says candidate knows what they are getting into where family is along for
the ride whether they want to or not. He thanks his family , fellow Supervisors and supporters. He says it is a different feeling being down one Supervisor and looks forward to a full board. Mendes thanks his family and Sal Quintero. Knows Magsig will do a great job as Chairman.
Mendes says he is on opposite side of political spectrum as former Supervisor Henry Perea but they remain good friends. Thanks County Auditor Oscar Garcia for working on account balances and we are better off than most counties. “We know where we are going”. Mendes says Sacra-
mento is like All State commercial in that “it is mayhem” but not here in Fresno County. Hopes we will eventually get a fifth Supervisor and it is someone in this room. No supervisor is better than a bad supervisor. Need to know what they are getting into. Magisg gives Plaque to
Sal Quintero. Magsig thanks his family (wife and 3 sons) and says his mother in law makes the best pecan pie! Magisg thanks various electeds in room, Fresno State representatives like Debbie Astone, Farm Bureau’s Ryan Jacobsen. 7600 County employees makes Fresno County work.
Servant Leadership means to help County over himself. Looks forward to being Chairman. CAO Jean Rousseau gave him 50 items on the front burner.Book “Make your Bed”’by General McRaven says little things can make huge changes to world.(now Ten minute recess then resume)
#42 and 48 pulled from consent agenda. #42: County Library share with West Hills Community College. Ex-Supervisor Phil Larson mentions City Manger of Firebaugh wanted a library and Larson mentioned West Hills wanted one as well. Larson goal is to get that West Hills library built
Groundbreaking will occur in September. He thanks Supervisors. Passes 4-0. #48 High Speed Rail project to execute Right of Way Transfer Agreement. County Staff has some questions on wording. Wants to be sure road returns to current condition. Mendes asks HSR Staff that roads will
return to original condition. HSR says contractor is required to do so and will do so. Magsig asks about impact to County roads from trucks building HSR. HSR Board has already approved cost to repair. County Counsel Cedarborg needs to see internal agreement but is confident.
Quintero asks about cost over runs? HSR has contingencies built in put aside. Monthly meetings with County and HSR. Magsig says there is a performance bond that is a further assurance if ever needed. County Staff says timeline is needed when County roads are shut down so public
can plan accordingly. Quintero asks about how many local workers have been hired? Info will be provided. Passes 4-0. Moving to regular agenda. Proclaim the month of January 2019 as “National Slavery and Human Trafficking Prevention Month” in Fresno County. 750 Victims helped in
Valley. EOC has helped these survivors. Some are labor and others are sexual survivors. Passes 4-0
Adopt Resolution in recognition of the Agricultural Commissioner/Sealer of Weights & Measures Les Wright's retirement from Fresno County. Wright says County is in good position as he leaves. He has a great management team and staff. @BuddySupervisor says Wright leaves department
better than how he found it. Farm Bureau’s Ryan Jacobsen thanks Les Wright for all his hard work for Agriculture and regulatory items.
Proclaim January 14th - 28th, 2019 as United Way Employee Workplace Giving Days in Fresno County. United Ways’ CEO says they donate time and money to help less fortunate.

of Records has a huge flag pole but it doesn’t have a flag. He would like to have one put on or remove the pole. Quintero says there was a Earnest Lawrence fund a few years ago to keep up fountains and statues. Flag costs could come out of that. Magsig mentions David McDonald
of Pelco, Measures And P work passed away recently as did Sheri Bohegian who helped with San Joaquin River as well as Clovis fireman Keith Burkhart. Would like to remember them today. 2019 Appointments of Board Members approved . Dr Paul Tosti renominated to Zoo Authority.

matching organization would like to help Fresno County. Representative Sadono from Congressman TJ Cox wants to help Supervisors. Magisg likes Congressman’s Choice of Sadono. Supervisors go to Closed Session now.
