Not actually what @BarryGardiner said. He said "The appropriate time to table a motion of no confidence in the Govt is when the Govt loses its key legislation and no longer commands a majority in the House of Commons" and wriggled when asked for a commitment it would be next week

The important point, of course, is this: the debate currently before Parliament is not on legislation. It is on whether Parliament approves a political agreement the Prime Minister has reached with the EU.
