Here is the response when you call FEMA to ask why the president of the United States is claiming to withhold emergency assistance to residents of the largest state:

"Due the federal funding hiatus we are not able to return voice mail messages about general press queries"
Here are some questions for them:
1)When will the president began withholding money? If it has not happened, when does it take effect?
2)How much money is being withheld?
3)What would this money have paid for?
4)Does it include temporary housing assistance, small business loans and other programs intended to keep people from becoming homeless? If so, how will those people be otherwise helped?
5)What is the mechanism and/or legal authority for withholding this money? Can you please send me the paperwork?
6)Is it legal for a president to withhold emergency money from a state? Can you please send me the legal opinion?
Update: Someone is answering the FEMA press email account:
"Thanks for your email, we’ll get back to you as soon as possible."
FEMA promised yesterday:
"We are working as fast as possible on getting the info back to you, we appreciate your patience and the opportunity to provide information."

They still have not answered questions about what Trump's tweet means to victims. Nor has the White House.
