HB 748 by Rep. Victoria Neave, D-Dallas, would repeal the law that lets motorcycle operators and riders, 21 or older, ride without a helmet if they have completed a training/safety course and have insurance.
Other bills filed earlier this week include:
HB 694 by Rep. Hubert Vo, D-Houston, would expand voter ID law to allow voters to present university/college IDs and state agency ID cards. #txlege
HB 705 by Rep. Charlie Geren R-Fort Worth, would let voters in TX counties decide whether to raise sales taxes 1%, with $ devoted to cutting property taxes.
Geren also has HJR 24, a constitutional amendment requiring state to pay at least half of public education costs.

HB 692 by Rep. James White, R-Hillister, would ban schools from issuing out-of-school suspensions to homeless students. #txlege
HB 688 by Rep. Ryan Guillen,(D-Rio Grande City, would let the front license plate be displayed from the windshield interior. #txlege
HB 749 by Rep. John Zerwas, R-Richmond and a doctor, would raise the legal buying age for cigarettes, e-cigarettes and tobacco from 18 to 21. #txlege
HB 760 by Rep. Gene Wu, D-Houston, goes after porch pirates, making the theft of dropped-off packages a state jail felony. #txlege
HB 774 by Rep. Sarah Davis, R-West University Place, would strike law requiring political committees to appoint a treasurer and receive donations from at least 10 people before making a contribution or political expense. #txlege
HB 780, also by Davis, would bar members of the Legislature and those who hold statewide elected office from lobbying for one year after leaving office. #txlege
HB 784, also by Davis, would beef up conflict of interest limits for state agency heads and board members, including a duty to disclose (in writing, available thru public info laws) financial interests in matters before the agency. #txlege
One more ethics bill from Davis:
HB 786 would ban political contributions to legislators, statewide officials (governor not included) during special sessions, from the moment of the governor's proclamation to the final gavel. #txlege
SB 338 by Sen. Joan Huffman, R-Houston, would raise age of buying cigarettes, e-cigs and tobacco from 18 to 21. It's the companion to HB 749, also filed today by Rep. Zerwas

To help respond to the opioid crisis, Huffman also filed SB 340 to create a grant program to help police departments buy opioid antagonists to treat overdoses.
