1. Some fresh detail on how the Rafale payments work: The French government has set up a treasury account in their national bank. This is controlled by the government of France.
2. India deposits its payments in tranches into this account. Quarterly meetings between India and France review the progress of the deal. This is monitored in France by an IAF Group Captain ranked officer.
3. Oversight is directly provided by the Dy Chief of the IAF. Upon mutual satisfaction of project goals, money from this account is disbursed to Dassault Aviation and MBDA (the weapons manufacturer).
4. Once every 6 months, a meeting between India and France at the strategic partnership level is held. This also reviews the Rafale deal process.
5. There is no direct payment from the Government of India to the vendors in the deal and the involvement of the Government of France as the controlling authority over the bank account defines this as a Govt to Govt deal.
