This is not necessarily Mogherini's fault. Big member states coordinate amongst themselves and care little about input on foreign policy from Brussels. The introduction of new structures (Lisbon Treaty) to strengthen joint EU foreign policy hasn't really changed much.
Time to try something new to bring more coherence into the foreign policy approaches of Europe - which is urgent given the changes in the geopolitical landscape -: a European Security Council focussing on better coordination among the leading capitals could be a way forward.
There is always a trade-off between efficiency and legitimacy. Joint decisions by 27 are legitimate but not efficient. A great power element could be much more efficient but less legitimate. Choices to be made.
