In other words, capitals will take away a core task from the Commission — take back control.
This again shows what the Commission is, in the eyes of Paris and Berlin at least: an instrument for specific purposes on behalf of the member states, not an emerging European government. In the moment of crisis, member states assert their sovereignty.
