Boom. Huge. Report states based on evidence from ICO investigation that Facebook had at least 3 senior managers aware of Cambridge Analytica "breach" prior to Dec 2015. This matters because Guardian reporter said he first called FB on Dec 9 ahead of reporting it Dec 11, 2015. /3
Expanding on this and awareness of the Cambridge Analytica "breach." Here is CEO Mark Zuckerberg's testimony to @SenKamalaHarris, @USRepMikeDoyle and @RepAnnaEshoo when asked about it. Zuckerberg is either not fit to run his company or lied to Congress. I'll let you decide. /4
No one has done a clearer job trying to get an answer to this straight question than @IanCLucas who has asked repeatedly. Here is where member of House of Lords, who works at Facebook, attempted to tell @CommonsCMS CEO Zuckerberg learned in March 2018. /5
Why does this knowledge and decision not to inform timeline matter? Because Facebook had a FTC Consent Decree for previous violations. Even in CEO Zuckerberg's written answers to @HouseCommerce, they are misleading at best. Let's talk about "immediate." /6 docs.house.gov/meetings/IF/IF…
Facebook has consistently said "it took immediate action" in Dec 2015 to obtain legal certifications" that data was deleted. @RepAnnaEshoo got actual timeline in answers. CEO of Cambridge Analytica sent this letter on April 3, 2017 (big red arrow for FB attorneys courtesy me). /7
side point, FB originally said Aleksandr Kogan signed his certification on June 24, 2016. When asked by @CommonsCMS about this date happening to be day after Brexit vote (which I publicly predicted would be material ), FB started saying Jun 11, 2016. /8
back to timeline, if 3 senior managers knew about Cambridge Analytica before public reporting on Dec 11, 2015, what about hiring of Joseph Chancellor on Nov 9, 2015 (see COO Sandberg's (non)-answers of involvement to @SenatorBurr). I have no idea what hearing was on Feb 5, '18 /9
examples of a few more ridiculous Facebook obfuscations or unbelievably confusing non-answers. If you read page 702 of Facebook's answers to @HouseCommerce, just follow the highlighted question and answer to @RepCardenas. Now we know tonight 3 senior managers knew about CA. /10
CEO Zuckerberg has one of these offensively obtuse answers also to @IanCLucas @CommonsCMS despite their employee Lord Allan providing evidence that Facebook employees generally learned in Dec 2015 and we now know tonight that at least 3 senior managers knew earlier than this. /11
and @RepAnnaEshoo also connected dots in hearing and follow-up that Facebook worked alongside Cambridge Analytica, a firm which FB employees knew had wrongfully harvested personal data and had worked to have deleted. Business was good, PR would be bad. /12
OK, back to the @CommonsCMS Final Report released tonight. #120-122 point to the need to get proper testimony from Kogan and/or Chancellor. "We believe the truth of the matter is contained in the evidence of Mr Chancellor’s co-founder Aleksandr Kogan." cc @johnthune /13
the @CommonsCMS report #134-136 nail Facebook's business model and data brokering: "We consider that data transfer for value is Facebook’s business model and that Mark Zuckerberg’s statement that 'we’ve never sold anyone’s data' is simply untrue.” /14
hello Google. "In our Interim Report, we stated that the dominance of a handful of powerful tech companies has resulted in their behaving as if they were monopolies in their specific area, and that there are considerations around the data on which those services are based." /15
#255-256 And a refresher there were Russian IPs that accessed previous data sets. All of this was reported as being turned over to the National Crime Agency for further investigation. Of course, data can travel in other ways both electronically or in a hand-off. Questions... /16

worth noting CEO Zuckerberg testified to @SenWhitehouse and @senjudiciary @SenateCommerce he believed FB had a legal contract from Cambridge Analytica that it deleted the data. Take a look at the red arrow and reminder Senator Whitehouse was Attorney General of Rhode Island. /18
This Facebook earnings chart starts with first full quarter after Facebook was publicly outed on Cambridge Analytica. In total, Facebook has earned $125B in revenue since it knew about scandal. There have been no changes to its governance, its leadership, or its biz model. /19

For every person who ever worked at Facebook and uttered the phrase "We do not sell data to advertisers," please see #99-100. This to me is one of clearest examples where CEO Mark Zuckerberg may well have committed perjury. Just because he's rich shouldn't change the rules. /23
