NEW: Last night at 9, NCSBE received more documents from the Mark Harris committee. The documents are being presented to the board now #NC09
One of the documents is a message from Mark Harris to Judge Marion Warren, who is known to be one of the people to vouch for McCrae Dowless.

Harris wrote to Warren about McCrae “The guy whose absentee ballot project for Johnson could have put me in the US House this term.” #NC09
The attorney for the Mark Harris committee is trying to explain why these documents weren’t produced until yesterday. The attorney says they thought the produced all relevant documents within the scope of the subpoena #NC09
NCSBE appears to be frustrated that these documents were produced so late #NC09

Harris says Judge Marion Warrren informed him after the 2016 election that he should have hired McCrae Dowless. Warren offered to introduce the two if Harris ever ran again

The meeting between Harris and Dowless was at Ray Britt's furniture store in April 2017. Warren, Pat Melvin and Walter MacDuffie were also in attendance. Sheriff McVicker was supposed to be there but had a funeral #NC09
The meeting took place in the showroom of Ray Britt's furniture store. Harris asked those in attendance what the landscape was of Bladen County politics. Broader than just the absentee ballot program #NC09
Mark Harris asked McCrae Dowless what makes him so special. Dowless informed him he had a get out the vote program and an absentee ballot program that were successful #NC09 @wsoctv
Harris says Dowless described the program as getting people to fill out absentee ballot request forms and then sending workers out to the voters to ask if they need assistance and urge them to vote. Harris says Dowless said time and time again, "We don't take ballots" #NC09
Harris says Dowless told him people were paid per absentee ballot request forms that they brought in. He said they were paid $4 or $4.50 per request form. Dowless told Harris if you pay Bladen people by the hour they would just go and sit under a tree #NC09
Harris never knew how much Dowless was paying his workers to follow up with people after they received their ballots #NC09
Mark Harris says he asked Andy Yates to meet with McCrae Dowless to make sure everything is good and to figure out a pay structure #NC09
At the April 2017 meeting, Harris says he knew Dowless helped Todd Johnson with Bladen absentee during the 2016 primary. Harris doesn't recall asking Dowless if it was the same program he used for Johnson #NC09
Mark Harris says he thinks he called his son John on the way home from the meeting. Mark says he doesn't think John knew about the meeting #NC09
Mark says his son said, "Dad you need to make sure you understand all the aspects of this." #NC09
Mark says he was convinced after that meeting it all came down to relationships and he was convinced that the relationships McCrae had in that community would convince people to send in their ballots #NC09
Mark Harris thinks he asked his son over the phone about the legality of collecting absentee ballot request forms #NC09
NCSBE pointing out John told his dad, “the key thing that I am fairly certain they do that is illegal is that they collect the completed absentee ballots.”

Mark Harris says McCrae's absentee ballot program was different because:

- It was labor intensive with more follow up
- The relationships said a lot in a small community like Bladen #NC09

Harris says he took two weeks to think and pray about hiring McCrae Dowless. After two weeks of thought he concluded that he wanted to engage McCrae #NC09

Mark Harris says he was very proud of his son for testifying yesterday.

But he says his son at the time was 27-years-old and was just looking at data. He notes his son had never been to Bladen, met McCrae or met the other local leaders #NC09

Pittenger and McCrory have previously said they wouldn't seek #NC09 in a new election-- does the testimony change anything? We'll have to see.
