1. If #GerryButts' testimony is true, it would seem that #JWR as AG thought that the fact the decision was hers alone to make entitled her to consider her decision to be "final", even though in Law, no decision should ever be final until the verdict is read.

2. #JWR apparently reached the decision quickly, with little consultation with Cabinet, didn't want an Emeritus opinion, did not communicate how she got to her final decision, did not communicate the finality of her decision in writing to the PM,

4. To some, that would paint a picture of someone highly arrogant, not very consultative, who doesn't pay well with others and most certainly does not like to be questioned, and who perhaps engages in information-hoarding when convenient.
