2. HSCI's focus, throughout, has been on "whether a foreign power is exerting power or influence over POTUS or the people around him in such a way that it might warp U.S. policy." Things like Moscow TT "may have relevance" in that context.
3. With respect to the intelligence and counter-intelligence aspects of SCO investigations, Schiff says HSCI has 'already begun to reach out to' the intelligence community for briefings.
Under National Security Act, IC is *required* to brief Congress on any significant intelligence or counter-intelligence activity or investigation. Schiff says that, "in his lifetime," there's been no more significant such investigation than SCO's.
Schiff said he did NOT expect CI related portions of the investigation to be included in the 'Mueller report.' Rather, those issues wd be reported on by the IC separately, pursuant to National Security Act and under established procedures.
