Despite Bill Barr’s redactions and spin, it's clear that Special Counsel Robert Mueller’s report should be considered an impeachment referral, just like Special Prosecutor Leon Jaworski’s “roadmap” on the Watergate investigation. themoscowproject.org/dispatch/muell…
Mueller provided clear evidence of Trump obstructing justice, including “public attacks on the investigation, non-public efforts to control it, and efforts in both public and private to encourage witnesses not to cooperate with the investigation.”
Mueller also concluded that DOJ regulations meant he could not indict a sitting president, because doing so would “potentially preempt constitutional processes for addressing presidential misconduct.” themoscowproject.org/dispatch/muell…

And, contrary to Barr, Mueller wrote the report to leave the question of obstruction of justice open, explicitly saying he did not have confidence that Trump did not obstructed justice.
The parallels to the Watergate roadmap are unmistakable:
•Like Mueller, Jaworski determined he could not indict a sitting president, and instead submitted a report straightforwardly detailing Nixon’s wrongdoing. archives.gov/files/research…

Like the roadmap, the story Mueller tells is incredibly damning. His report describes a concerted effort by the Trump campaign to further Russia’s attack on American democracy, then a years-long effort to cover their actions. themoscowproject.org/dispatch/muell…
