Some are missing this:

Mueller followed DOJ rules barring presidential indictment, but he *did* include factual conclusions about obstruction.

The Report lists 11 key incidents analyzed as potential obstruction by Trump...
Some end with Mueller giving Trump the benefit of the doubt:

Mueller concludes the Comey firing may *not* be obstruction because the “evidence does not resolve” whether Trump’s “real reason” for the firing was corrupt or not....
Others end with Mueller *detailing* the case against Trump:

Mueller concludes Trump’s demand that Sessions take the probe over & prosecute Clinton was for the illicit “purpose” of restricting the probe and to “shield the President” from the investigation.

That’s obstruction.
Indeed, the “road map” of the obstruction section is an exhaustive legal account precisely *because* it’s so careful and fair to Trump in places, and so damning in others where evidence is overwhelming.

This would seem to be what Barr wanted to get ahead of.
.. Reading the obstruction section on its face, fresh, is reading a two-year attack on the rule of law that ranges from a sloppy, self-defeating mess to a more focused — still improvised — effort resorting to intermediaries and cover ups as Trump never lets up.
