New: Barr was wrong, Mueller Report states DOJ rules don't allow indicting President so, as policy:

The Mueller probe avoided any approach that would "result in a judgment the President committed crimes."
Barr letter wrongly claimed Mueller Report "leaves it to the Attorney General" to determine whether Trump committed a crime

Today we see that is *not* what Mueller Report says

It states DOJ does not allow that - not for Mueller, not for AG- and thus the Report details evidence.
Mueller explicitly says as a matter of DOJ rules, "no charges can be brought" against POTUS.

No charges possible means no charges possible, not by Mueller or by Barr.

So Barr's letter was incorrect in its depiction of Mueller. (Barr can reach his own separate views.)
