So, as much as I enjoy toying with Chaz here, he deserves a solid answer.

The tax system collects revenues for common projects: national standards and regs, the military, common programs in the national interest, foreign affairs and diplomacy, the list goes on.

The tax system also provides behavioural levers - a set of incentives and disincentives.
A good example is RRSPs. Your income is taxed (disincentive) but if you save for the future you get a tax break (incentive). And this works. People seek the reward.

Businesses make long term decisions. They deploy capital in plants and equipment that can have useful lives of 20 years or more.
Businesses hate volatility more than taxes. You can retool around taxes. Volatility destroys your business plan.

Carbon taxes need to be phased in for capital intensive businesses or you can have significant job losses, losses of capital and shareholder value, loss of confidence etc. All bad if you are trying to manage an economy.

So, Chaz, the Liberals are doing exactly what you want. Protecting jobs and the economy, providing a steady hand, easing change, while using the tax system intelligently to change behaviours.
