Before you come on the TL ranting about a budget, & calling it a scam, the least you should’ve done to yourself is have an understanding of the difference between an ACTIVITY BASED budget & a ZERO BASED budget.
From even the most basic level, an understanding of the difference would’ve had you know ZERO-BASED budgeting allocates resources based on NEEDS & COSTS of the budgeter; while ACTIVITY-BASED budgeting allocates resources based on ‘efficiencies in business operations’ of budgeter.
If it begs reminding the ‘ranter’, then here goes; 🇳🇬 OPERATES A ZERO-BASED budgeting regime.

Anyway, & to be practical, activity based budgeting that the ranter drew strength from, is only realistically feasible in medium scale non-bureaucratic operations in like manufacturing.
Might be worth pointing here (& @IgboOlodumare should confirm) that the most distinct characteristic of Zero-based budgeting is that it reconsiders all the activities of a ‘business’ every year and allocates money only to those activities which justify can the expense inclusion.
Whereas, with activity-based budgeting, each function of a ‘business’ is analyzed keeping in view its functions & goals before allocation of resources.

To be clear, in an IDEAL world, this would be it.

BUT, mighty operations/bureaucracies are not ideal situations.
