Anyone who’s spent literally any time at all whatsoever thinking about secrecy and disclosure and the power of each understands (unless they are verrrrry dim or pretending to be verrrry dim) that the choice is not between secrecy vs transparency in some abstract sense...
But rather at this moment, a crucial question of who has the power to disclose or to keep secret.
The universe of classified info is so vast you could probably declassify selected portions to tell whatever story you wanted to, the way a kidnapper can write a ransom note with magazine letters.
I even wrote an entire chapter in my first book about this very problem, and @zeynep is essential reading on this.
