A lot of people seem confused. Mueller's job was to discover the facts related to foreign interference in the 2016 election and subsequent efforts to prevent investigation, then report them to the AG. He did exactly that.
If he discovered relevant crimes during his investigation, he could and did pursue charges related to those crimes. The AG then made the (only slightly) redacted report available to the public and Congress. It is up to voters and Congress to decide what to do with those facts.
In other words, it's ridiculous for people to keep arguing over every word that Barr or Mueller say. Their part is done. Your view of them is irrelevant. We have the report. Congress has access to most of what was redacted.

Decide for yourselves.
