Such tendentious reporting needs to be strongly discouraged with careless use of terms like "Hindi belt" (or worse "cow belt")
The headline is plain inaccurate. Large parts of Hindi belt like Rajasthan, MP, Chattisgarh have higher female employment rates than Karnataka or Kerala

Instead of mocking entire regions or cultures, honest journalists ought to investigate on why we see this variation within the so-called "Hindi belt"

But law and order. States with poorer law enforcement like Bihar and UP tend to see women dropping out as compared to states with far lower crime rates like Rajasthan, though culturally these states may be similar

This is just a tentative hypothesis
Because I do know that UP's crime rate is not necessarily that high in per capita terms.
But perhaps Crime rates dont necessarily tell you much about how "law enforcement" and likelihood of justice delivery is perceived in each state
