As @mimms asks, "WHAT DOES IT MEAN?" In short: 5 justices, so a majority, are on board with the reasoning of (most of) the opinion written by Alito, so that is now the Law of the Land. Everything else is just the opinions of a few justices—agreeing, going further, or dissenting.
In PDR Network v. Carlton & Harris Chiropractic, Roberts joins an opinion by Breyer on behalf of them and the more liberal justices in a case that wasn't resolved at #SCOTUS but instead remanded for more discussions of legislative v. interpretive rules. supremecourt.gov/opinions/18pdf…
