ZESA 9 years ago paid US$4.9m to a firm called Pito Investments for transformers. They were never delivered.
The Zimbabwe Power Company also paid $560K to the same firm, and again no equipment was delivered.
This is according to the latest report by Auditor-General Mildred Chiri

In 2016, the Zimbabwe Power Company paid R196 064 to a company called York International for gas. It has still not been delivered.
In 2017, Zimbabwe Schools Examination Council (Zimsec) outsourced the printing of the June and November 2017 examinations, spending US$2 170 113. Yet, just a year earlier, Zimsec had acquired its own printing press.
Air Zimbabwe: Airline couldn’t provide documentation for operating expenses of $13.7m and petty cash expenditure of $654 587.

* Usupported payable balances of $26m, unexplained variances of $87m from amount confirmed by suppliers

According to the Auditor-Gen, At Air Zimbabwe, “no minutes of board and management meetings were available for the period under review. Cash withdrawals amounting to $173 162 could not be traced to the book of accounts.”
Aud-General: The Ministry of Primary and Sec Education received US$6m for books for the Curriculum Development & Technical Services. The money was diverted to other Ministry costs.
“I was not able to ascertain how the curriculum was implemented without the required materials”
Auditor-General: The Ministry of Health and Child Care had 282 ambulances on its books. Of these, only 134 were working
The Ministry of Labour and Social Welfare got $9.8m for the Harmonised Social Cash Transfer, a welfare program that makes cash transfers to the poor. The Ministry never disbursed the money, and it was recalled by Treasury, as per procedure, on December 31 last year.
Aud-Gen: Across Ministries, expenditure of US$2.4m was incurred on vehicles, generators, excavators, syringe infusion pumps, a water bowser and biometric cards - but never delivered.

The Auditor-General found Ministries’ payments of US$7 280 598 and $232 187 525 that were not adequately supported with receipts, invoices, goods received notes and competitive quotations, “making it difficult to ascertain if the funds were used for intended purposes”
Sobering: At the Ministry of Labour and Social Welfare, only 39% of the $100,000 meant for the welfare of the elderly was disbursed. The bulk was used for admin, travel and allowances
While Auditor-Gen Chiri says endorcement of recommendations is still far from satisfactory, she suggested it had improved from previous years.
Aud-Gen finds poor governance at local authorities: For 2018, out of 92 Local Authorities, only 3 (Bindura, Tongogara & Marondera RDC) had current audited financial statements; 19 were in progress. 70 authorities hadn’t submitted their statements for audit as at May 31, 2019
Aud-Gen: Gweru City Council could not reconcile rates and water accounts amounts of ($12.7m) and $7.3m to bank statement balances of ($303 942) and $70 582. Some workers accumulated excess leave days that would imply they‘d not gone on leave for up to 24 years.
Aud-Gen: In Mutare, 67% of the Council’s treated water was not billed. It was lost mainly through non-metered connections and accounts not created in the system. Mutare had 15 872 non-functional water meters.
Council was financing both recurrent and capex on a $4m overdraft
