President Mnangagwa releases #August1Inquiry report.

Key findings:

• Deaths were caused by the actions of the military & police
• Use of live ammunition, sjamboks and batons disproportionate
• Political rhetoric incited violence
• Victims’ families must be compensated
Key recommendations of the Motlanthe #August1Inquiry commission;

• Provide medical support for injured
• Legislation to shorten time taken to announce presidential election results
• Retrain ZRP to make it professional, non-partisan
Motlanthe commission says the army must conduct “an immediate and full audit“ into its operations on crowd control, and make public a report on the “lessons learnt”, and on what safeguards it is making to ensure events of August 1 are not repeated.
Motlanthe Commission;

“The use of live ammunition as warning shots should be discouraged, and should only be used in limited circumstances of danger to public safety.”
Motlanthe Commission recommends “multi-party reconciliation” initiatives, plus national and international mediation to address post-election violence and to indentify ways of reducing tensions and common understanding of political campaigning.
Motlanthe Commission:

“There is need for national healing as highlighted by the continued reference, especially in Bulawayo and Gweru, of Gukurahundi”
Motlanthe Commission says army and police members who breached their professional duties and discipline should be identified as soon as possible for appropriate sanction, which should include hearing from victims and their families for impact assessment and compensation
“From the testimonies of the witnesses who appeared before the Commission, it was noted that there is at present a very worrisome degree of polarisation and bitterness within the body politic of Zimbabwe.”

Motlanthe in his executive summary to the #August1Inquiry report
Commission says there’s no need to delay presidential results beyond a day after voting:

“What seems to be a weakness of the electoral law is that a result that can be available within twenty-four hours of the close of the poll, may take up to five (5) days to be declared.”
