“Daphne Caruana Galizia’s assassination and the rule of law in Malta and beyond: ensuring that the whole truth emerges”
On surprisingly many points the Maltese agreed
(1)

The Maltese tabled NO AMENDMENT to paragraph 2 (and only voted against 2.7).
They thereby accepted all these points on the current state of Malta.

(2)
Nobody challenged:

“the Office of the Prime Minister has taken over responsibility for various areas of activity that present particular risks of money laundering”
(3)
-
Nobody challenged that Malta has a weak Parliament for these very specific reasons (government MPs are ministers or get well-paid contracts).
Thus no effective control (5)
The Maltese delegation accepted that the Maltese Prime Minister has unfettered discretion in appointing judges and magistrates from the list (5)
And point about
- Damaged reputation FIAU
- PM can dismiss police commissioner (and did so) Affects police neutrality
- magisterial inquest and police investigations are poorly coordinated
and more
All accepted by the whole Maltese delegation (6)
