NEW: got hold of internal docs of Govt working group on alternatives to Irish border backstop...
Expert group of mainly N Ireland business leaders demanded change to terms of reference after fears work would be used as endorsement for No Deal.

One of the concerns expressed by experts was the lack of specific reference to the Joint Report 2017

“Out of scope” - “...the focus of discussions should not be on the negotiability of proposals”...

A point that might help imaginative blue skies thinking or alternatively may lead to a solution only applicable for the UK domestically... /3

Matters looking rather ropey in the Brexit negotiations. There’s apparently now nothing substantive planned until Biarritz G7 meeting at end of month. You’d expect the sort of briefings emerging from Brussels tonight, and a pinch of salt required etc BUT...
... sending the message that they have interpreted the new negotiator Frost’s meetings as consistent only with leaving with No Deal and calling a GE.. “they can’t climb down from this”...
They recognise that the UK Government is now trying to isolate and put personal pressure on Irish leader Leo Varadkar. So they purposely sent a message of full support for the Irish at the EU Council debrief... and for the backstop etc.

There is some truth to this - the Fixed Term Parliament Act does clearly give the incumbent PM the role to set the date of the election, ie potentially after Oct 31st... but the physics of this manoeuvre, indeed even being seen to brief it could reap quite the opposite by Sept...
Here is the relevant bit of the FTPA - section 7. Even after a hypothetical loss of a vote of no confidence, and 14 days elapsing without regaining it “the polling day for election is to be appointed by HM by proclamation upon the recommendation of the PM”...
... but if seriously contemplated, you’d have a Government headed by a PM who lost confidence vote on 2nd Parliamentary sitting of his office, having never won one, nor won an election majority, pushing through a significant irreversible outcome, explicitly voted against by HoC..

Carney: Bank working to ensure financial system works whatever form Brexit takes...

But financial stability is not market stability, in no deal no transition Brexit... preparations cannot eliminate fundamental changes... businesses expect output and employment to fall in No Deal
Carney says his former colleague the Trump official Gary Cohn was “wrong” to tell @BBCJonSopel that No Deal is preferable to continued uncertainty - said its always better to get a deal with a transition
I ask Carney if Downing St should rely on a massive monetary stimulus from the Bank of England in event of No Deal: “it depends” he replies - points to inflationary impact of tariffs and sterling falls.

Says No Deal, uniquely will be simultaneously both a demand & a supply shock

The #backstop is there specifically to meet the UK’s commitments to avoid a hard Irish border & protect the 1998 Good Friday (Belfast) Agreement & peace process.

This isn’t just of benefit or interest to the island of Ireland.
A broken Northern Ireland means a limping UK.

How does the #backstop work?
A v.brief explanation:

Having to apply & enforce customs procedures & rules around market access makes a border ‘hard’.
(just talking trade here)

Put simply, the greater the hassle in getting goods across a border, the harder that border is.

Adding my t'pence worth to commentary from @DavidHenigUK & @MichaelAodhan on ERG's 'Clean & Managed Brexit' report today.
It's notable that, of the list of amendments they wish to see to Withdrawal Agreement, none are specific to Protocol on IRL/NI containing the #backstop 👇1/3
This is what it wants for @BorderIrish in a future UK-EU 'FTA Plus'.
So. A few Qs:
- what does a 'compliant' border mean in this case?
- does it mean tech that isn't new to Irish border, or tech that exists elsewhere?
- same for 'currently available' admin & tech procedures.

NEW: Liam Fox confirms UK would agree to checks on goods/food in N Ireland in event of no deal. (This is after the Irish said backstop would still have to apply in event of no deal) Fox told @r4Today that they could be done in “marketplace” and not border to comply with WTO 1/
Fox said it would be necessary to "protect the biosecurity" of the island of Ireland and in order to comply with the WTO measures.
Fox on N Ireland: "We would need to apply a small number of measures . . to protect the biosecurity of the island ... but they could be done in market places not at the border. Otherwise we would be in breach of our WTO obligations, but this would only be a temporary measure “

Recap of debate in House of Lords y'day on Amendment 25 re: Irish #border in EU Withdrawal Bill #Brexit
HoL had tabled an amendment specifying no checks & controls of any sort. Pared-back version offered by govt in compromise was passed.

Lord Duncan said govt accepted thrust of amendment but made 3 changes to ensure it's 'fit for the statute book':
- to reflect fact W'drawal Agmt =btn UK & EU not IRL
- to refer to '98 NI Act re: N/S cooperation
- tighten wording (but said still inc. range of checks/controls)
