NEW: Commerce @SecretaryRoss has directed @uscensusbureau "to produce Citizenship Voting Age Population (CVAP) information prior to April 1, 2021 that states may use in redistricting," according to document uploaded July 3 to RegInfo.gov👇

2. Using citizenship information for redistricting was highlighted in both President Trump's July 11 executive order and GOP strategist Thomas Hofeller's unpublished study that concluded it would be "advantageous to Republicans & Non-Hispanic Whites"👇
3. The doc also says @CommerceGov determined there's "not sufficient time to develop an alternative record to support" #CitizenshipQuestion. RegInfo.gov says it was uploaded July 3, more than week before President Trump said he's abandoning Q👇

4. It's unclear if the upload date for the document was backdated to July 3. I've emailed @uscensusbureau, @CommerceGov and Regulatory Information Service Center for comment.
5. This new document ("Supporting Statement A") was submitted to the White House's Office of Management & Budget as part of the approval process for the #2020Census forms (stand by for more census 🤓news in next tweet)👇

6. NEW: #2020Census forms that do not include a #CitizenshipQuestion were formally approved July 12 by White House's Office of Management & Budget. This allows paper forms that are being printed now to be used next year to collect info form households👇

7. The 1st version of this supporting statement for #2020Census from February included multiple references to Voting Rights Act to justify collecting citizenship info👇New statement does not mention VRA but says citizenship info is for state redistricting.
8. It's odd that the same document that says @SecretaryRoss has directed @uscensusbureau to release citizenship info for state redistricting later makes that release sound conditional to redistricting officials indicating a need & if citizenship data is "collected"👇
9. It's similar language that was included in earlier version of this supporting statement and this @FedRegister notice from February, back when it was still unclear whether the #2020Census would include a #CitizenshipQuestion👇
10. Interesting that @uscensusbureau only recently submitted to OMB their focus group study showing negative impact of #CitizenshipQuestion. The study was released in January, before bureau made its 1st OMB submission for #2020Census in February👇
11. Btw if you're wondering which #2020Census questions you can leave blank while still having your household counted using incomplete form, @uscensusbureau says that "cannot be revealed to the public or even other Census Bureau employees" without "an operational need to know"👇
@uscensusbureau 12. If you're wondering if it's legal to draw voting districts based on number of eligible voters rather than number of all residents, the Supreme Court left that an open question back in 2016.

From Justice #RBG's majority opinion in Evenwel v. Abbott👇
