Interesting Govt choosing to make a bit of a show of signing commencement order on exit day provision of Withdrawal Act..never was signed ahead of 31.03 which essentially left exit day as matter for EU law, and meant May could negotiate extension with Council. via @TelePolitics
... here was the bit of the EUWA that gave separate power of commencement of repeal of European Comunities Act (the key conduit of EU law) same thing happened with repeal of EU elections. ... it was never commenced.

Essentially it meant PM May did not HAVE to go back to Parliament to ratify the change in the international law exit date agreed at the EU Council (and thus a change in EU law) - or to align it with UK law... there was a later vote on a statutory instrument where dozens rebelled
not sure how material this really is - Govt still has this power to change UK law exit date from Oct 31st, see below - thanks to a December 2017 rebellion by Grieve. But only to coincide with a change to EU Council date, so that would have to come first
If this Govt is not under any circumstances going to change exit date (current policy) - this commencement will make no difference.
If there are Parliamentary numbers to change policy, or indeed Government, then they also exist to change exit date, and this does not prevent that
