The idea that the end of exercises would cause talks to materialize was borne of misplaced optimism. The North Korean position since April has been that serious talks can only resume once they have signs that the US is willing to talk about a “small” deal.
Going back to June 13, 2018, really: it’s about seeking those “corresponding measures” up front.
Post-June 30, North Korea policy in DC is effectively at a standstill at best and damage control at worst. I fear we’re counting down the days until Kim’s 2020 New Year’s Day address and escalation of North Korea’s “maximum pressure” campaign against the US.
