Biggs is asking about “Woods review” of the Carter Page FISA application, but it doesn’t sound like he gets what Woods review actually involves.
The Woods procedures are (crudely speaking) about verifying that the assertions in a FISA application match the information FBI has in its own files. It’s not about externally validating what’s in the file.
I’ve said it before, but this really ought to be common sense: If there’s additional substantive proof for a claim material to a FISA application… that goes in the application. You don’t just say “I have discovered a wondrous proof but it won’t fit in the margins…:
