So, just running with the possibility that this is about Ukraine: U.S. cooperation includes not just funds (which Trump held up and then released following bipartisan uproar) but also intelligence sharing—among other things, stuff like drone & satellite imagery,
If you were trying to pressure an ally to gin up a bogus scandal about your political opponent, and wanted to conceal what you were doing, intelligence cooperation makes a more attractive leverage point than congressionally appropriated funds, because far more opaque.
Doesn’t seem wildly implausible that might have been part of the push to extort political help, which might get you the “related to intelligence activities” hook.
That’s just spitballing, of course. Could easily be something totally different.
