He loved meeting the people of Fresno on Election Day. Today is National Registration Day too. League of Women Voters here too. Quintero thanks all of them for their outreach. Not voting is a vote against Schools.

Sierra Zito is incoming Ambassador. Mendoian is the outgoing ambassador. They represent 4-H at Meetings such as these. USDA provides funding sent down to State grants and then to Counties. She has learned leadership skills at Clubs and Camp counseling. Reading Hearts provides
books to children in hospitals. @BuddySupervisor says he thought Georgine has been doing this even longer than 20 years as is his sons were in the program!

Cal Trans had meeting with City of Fresno yesterday regarding to trash. Pacheco knows homeless encampments are difficult.@stevebrandau was at meeting with City too. Brandau at first felt like Cal Trans was initially not very helpful but they have stepped it up. Measure C money
was matched by Cal Trans. This will put all freeways on a 30 day clean up plan. Adult prisoners maybe used to help clean trash too says Brandau. He thinks systemic change at upper level of Cal Trans. Newsom is coming to Fresno soon. Hopefully it won’t be just a rah rah speech but

are there other agencies statewide that we need to get involved with? A: navigation centers in Cal Trans right of ways are used in San Jose to get Services to homeless. Brandau: statewide cal Trans workers responsible for 40 acres of cleanup. Fresno Cal Trans has to handle 50 ac.
Magisg: would like to see how many tons of trash are hauled out. Public: don’t blame government but get volunteers to help with that. Relying on community more. Magisg: this is just a receive report action.
The presentation will provide your Board with an update on recent legislation and funding structure changes for the In-Home Supportive Services Public Authority. We are employer of Record. And legally separate from County.
The County Supervisors in this rile is Employer for collective bargaining. However the care receiver is responsible to hire , train, supervise and fire individual. Care givers are “providers”’and not “employees”. 73% of recipients are provided care by a family member.
CCI was enacted in 2012. This is le cost effective and County cost is now 17% share. MOE gave a net increase to a County to net 27%. IHSS provider wages can only be increased by local negotiation. State will cover minimum wage changes. If County goes above that cap State will
reduce its share. County paid $37 million in 2017 as their share. Current wage is $12 per hour and 0.85 for benefits. Minimum wage will be $15 beginning 2022. Magisg:59% growth of providers hours in last five years. Can’t be sustained by County. Staff: elderly living longer, more
disabled. Public: Daniel O’Connelll director of Central Valley Partnership who support unions. He also wants to thank Sheriff Deputies who did a professional job at the SEIU demonstration at last Supervisors meeting. Lots of state and federal dollars for In Home Care providers
He knows Supervisors have got a recent pay increase and Imagines their benefits are good. Perhaps they should return their wage increase as the optics are terrible. Next: SEIU 2015 Leader says 4% inflation hit. The County will need to deal with increase of need as population ages
Other counties like Sacramento and Los Angeles have made better benefits and/or wages. Why not Fresno? Next: she is a provider but doesn’t care for a family member. She deserves a pay raise. She may not be a county employee but she works hard. County will get Holiday Pay but she
won’t. Next: I care for a former Fresno Unified Employee who became sick and have no family members to care for her. Other jobs get raises based on merit but why not this job? A fair raise is appropriate. Thanks supervisors for their time and effort. Closes public portion.
Quintero: are they independent contractors or employees? A: they are employee of the recipient (the care receiver). Quintero: Governor Newsom Just signed a law on independent contractor. How does this effect this? A: effect of that is still work it’s way. Should not effect this.
Magisg: will recipient have to pay benefits? These are low income families. CAO Jean Rousseau says back fiver years ago the big jump between 2016-2019. This could bleed County and lead to B word (Bankruptcy). AB 85 off set helped but it hurt other county health departments.

Magisg: due diligence period. Deposit stay refundable after that? A: 30 days after escrow. Magisg: December ? Doesn’t want it tied up. A: CMG has already started doing walk thrus. City of Fresno will maintain low income housing covenants for 30 years. City will be doing hard lift
This will count towards their low housing numbers and are very interested. Behavioral Health will remain for awhile until they move out. Rent is $1 a year. Key utilty Plant on-site still but needs to know how that will be worked out. CMG will tie to PG&E eventually. Property Tax:
It has been worked out to county satisfaction. Triple Net Lease and county will have full control of the county portion until they move out. No Public Comments. @stevebrandau when he was on City Council lots of low housing proposals came but not very cost effective. This project
was a good concept. He is keeping his fingers crossed that CMG can pull it off. This is much better than what is currently happening at VMC. Pacheco: has some concern about refundable deposit but the hard close of December makes him feel better. A: December 2020 will Be First
County department phasing out and last by 2023 ( maybe able to renegotiate that of extension needed). Pacheco: why if they don’t meet housing goals? Doesn’t want to sell otherwise A: The City is fine with the project. County’s obligation is done once property is sold. City has
more experience in large housing projects like this with former RDA. Pacheco: this is a bit of a risk. He is surprised this didn’t come back to Closed Session to work out small details. Must be a time sensitive issue? New behavioral unit still remain? A: yes it will be divided
off from this parcel. Rest will be annexed into City now. Mendes: if State and Feds come after City if they don’t make housing quota are we still off the hook? A: Yes. All private money (no CDBG) in this case it makes it easier. If not done by December 24 the deal is done.
Magisg: common roads? A: County will take care of their portion. Inyo Ave especially. Who paves? Passes:5/0. Quintero: one of the CMG Tom Fuller is in chambers. Fuller:Private financing is hard after December 24th for them. Wants to repurpose Hospital Towers. Pacheco: says it has
has been a burden for County. Fresno Unified wanted property for zero dollars so nice to get $4 million. Quintero thanks colleagues for selling Old Juvenile Hall (new site for school) and now UMC. This new site will have retail portion for grocery and pharmacy and providers.
