From the declassified whistleblower’s complaint:
“The President's personal lawyer, Mr. Rudolph Giuliani, is a central figure in this effort. Attorney General Barr appears to be involved as well."

And this pretty much seems to define what Trump and the White House mean when they want Zelensky and the Ukrainians to "play ball." It's tied to receiving military aid.
